Salary Information:  The salary range is $59,517 to $92,996 per annum (Specialist/Professional, Phase 2).  The starting salary will be commensurate with education and experience.
 
Primary Purpose: To provide essential assistance in all financial and administrative functions of various departments and programs with major responsibilities for planning, budgeting, financial reporting, payment services, contractual agreements, and administrative functions for the departments.
 
Nature of Work: Reporting to the Director of Finance, College of Medicine the position assignments are primarily in financial management with a role as liaison regarding administration and support staff resources. This position will manage Accounting Technicians as well as processes and provides advice on complex matters, both administration and financial, to the department heads, programs and various members within the college. This position exercises discretionary decision making. A strong ability to concentrate is required to manage multiple projects with competing timelines in a fast-paced environment and when applying analytical and problem solving skills. Communication and collaboration skills are necessary when working as a team member; as well as the ability to gather input and shift to much more independent and analytical work. Building and maintaining effective relationships with many individuals and groups at all levels of the organization and with external clients and stakeholders is required to successfully complete projects. This position demands tactful and firm conflict management skills to resolve problems and complete assignments which may be urgent or highly sensitive in nature. A high degree of accuracy is required as recommendations tend to have long term impacts. Due to the complex nature of agreements, a passion for attention to detail is required to mitigate the significant impact of error.
 
Accountabilities:
  • Provide accurate and timely budget preparation, financial forecasts, accounting and financial reporting.
  • Provide detailed, timely and accurate salary administration information, reports and recommendations to college officials, department heads in clinical faculty issues and program directors.
  • Provide financial and administrative project analysis and recommendations for projects; for example, Resources Centered Management (RCM) and distributed education.
  • Effective management of multiple special projects over a wide range of responsibility and areas.
  • Possibility of overseeing and directing the work of Accounting Technicians within the College.
Qualifications
Education: An undergraduate degree in commerce or business administration with an accounting major and/or a professional designation. A combination of education and experience may be considered.

Experience: Minimum five years of proven successful experience in budgeting, accounting, and administration in a dynamic organization.  Supervisory experience would be considered an asset.

Skills: Demonstrated professional maturity, judgment and decisiveness; demonstrated proficient skills in accounting and budgeting, computer applications and programs including spreadsheets, databases and word processing; ability to function at a managerial level in a diverse organization;  ability to take initiative and be self-directed; strong evidence of relationship building, ability to work collaboratively, with polished presentation, written and interpersonal communication skills; demonstrated ability to manage and supervise support staff; direct knowledge and experience with University of Saskatchewan systems and functions including human resources, payroll, budgeting, accounting and payment services would be considered an asset; exceptionally strong written, verbal, research, organizational and communication skills; energetic, showing leadership in a highly collaborative manner; demonstrated ability to think and act strategically and exercise diplomacy and creativity in solving issues; proven ability and creativity in negotiating mutually beneficial solutions; ability to make data-driven decisions and demonstrated commitment to quality; demonstrated experience in project management and being highly organized; proven ability to manage multiple projects at a time; and proficiency with contemporary computer applications.
