McGill University now invites applications, nominations and expressions of interest for the new role of Executive Director - Analysis, Planning and Budget. The Executive Director will report directly to the Provost and Vice-Principal (Academic) as a member of his senior team, and will work closely with the University executive in support of strategic planning and policy development. In addition to serving in an advisory capacity to the Provost and Vice-Principal (Academic), the Office of Analysis, Planning and Budget will provide data management and analytical support, in particular, to the Office of the Principal and Vice-Chancellor, and to the Offices of the Vice-Principal, Administration and Finance, the Vice-Principal, Research and International Relations, and the Vice-Principal, Communication and External Relations.

Under the leadership of the Executive Director, the Office of Analysis, Planning and Budget (OAPB) will provide timely, proactive, and effective data and policy analyses in a wide range of areas including, but not limited to, enrolments, research funding, bibliometrics, institutional revenues, and government policy and budgets (federal and provincial). To this end, the Executive Director will oversee the design and implementation of statistical studies, surveys, analyses and assessments of data that support the University’s strategic planning as directed by ASAP 2012 (Achieving Strategic Academic Priorities) and by the Principal’s Five Priorities. OAPB will also participate in formal and informal data exchanges, for example with Canada’s U15 group of Universities, and the Association of American Universities, as well as major national and international benchmarking surveys, and ensure accurate reporting to government agencies at the provincial and federal levels, as required.

The Office of Analysis, Planning and Budget will drive the development of the University’s 5-year operating budget, by providing detailed revenue forecasts, supporting the development of new avenues of revenue generation, and facilitating the implementation of strategic goals. It will also produce McGill’s annual Budget Book, one of the University’s principal strategic documents. OAPB will work in close collaboration with the office of the Vice-Principal, Administration and Finance to develop mechanisms which facilitate the monitoring of university finances throughout the year.

The Office of Analysis, Planning and Budget is being established through the fusion of the Office of Planning and Institutional Analysis and the Office of the Budget, each of which currently reports directly, but separately, to the Provost and Vice-Principal (Academic). In leading the team of capable and committed staff, the new Executive Director will have an evident capacity for and experience in leadership and team-building, as well as for organizational design and management. Within the first year, OAPB will need to develop the capacity to become the analytic and strategic engine of the University while simultaneously developing tools to allow university leaders below the level of the Executive more transparent access to data relevant to their own areas of responsibility to facilitate local decision-making.

The ideal candidate will possess executive-level skills, with a strong background in data analysis, reporting, business intelligence, strategic planning, performance management, institutional budgeting and/or policy development.  A sophisticated understanding of university administration and government funding structures for postsecondary education and the ability to communicate in French are definite assets.
