Position Title: 
Director Financial Operations (FIN4B)
Position Summary: 
Reporting to the Controller, the incumbent will play a pivotal role in Financial Services. Major responsibilities include overseeing the direction of Transaction Services, unrestricted and restricted accounting, management of cash flow and borrowing and management of year-end audit.
Primary Responsibilities: 
  • Provide leadership and direction in the delivery of comprehensive accounting services, programs, and systems to a department/unit with functional variety or across several University units.
  • Provide expertise to the University on matters of accounting policy and tax compliance 
  • Perform complex work related to GAAP reporting standards, US GAAP reporting, review of trust funds and Fund Administration, Fund and account hierarchy  
  • Manage cash flow and borrowing requirements, short and long term 
  • Key contact person with various/senior bank representatives regarding cash management 
  • Management of year-end audit; review and approval of all required audit documentation prepared by other functional areas within Financial Services. Acts as the primary liaison with auditors in the execution of the year-end audit. 
  • Prepare and is responsible for the quarterly financial reporting and executive summary as well as for the presentation to the Audit Committee.
  • Subject Matter Expert with Internal Audit on the development and implementation of control policies and procedures. 
  • Manage transactional budget matters and reporting 
  • Oversee and manage the analytical review of various groups of funds including the review of control reports (i.e. error reports, variance analysis, etc.). 
  • Manage the review and assessment of the University’s commodity tax reports and remittances. Wors with external consultants on the development of special tax recovery projects.
  • Undertake in-depth analysis of highly complex problems. Identify problems, articulate alternatives, and recommend/implement solutions. 
  • Advise Controller on administrative and policy matters by providing the expertise, details, and analyses needed and their effects and impact. 
  • Provide leadership and expertise in developing and supporting strategic goals of the department and implement new initiatives. Guide the implementation of administrative action that shape the strategic goals and objectives of the Unit. 
  • Provide leadership and coaching to direct reports and non-direct reports;
  • Plan and organize the work of staff in accordance with Financial Service’s strategic goals and long term objectives.
Minimum Education & Experience: 

Undergraduate degree

Eight (8) years' related experience

Other Qualifying Skills And/Or Abilities: 
Professional accounting designation required (CPA, CA). Excellent knowledge of generally accepted accounting principles (GAAP) and auditing standards – knowledge of university and non-profit accounting practices. Demonstrated ability and facility in working in a PC environment using excel spreadsheets, data bases and Crystal Reports. Ability to work under pressure, to prioritize and meet specific deadlines, to work autonomously and as part of a team. Demonstrated knowledge of McGill policies and procedures, the chart of accounts and application of BANNER (FIS and HR) will be considered a definite asset. Highly organized. Resourceful, with the capacity to make decisions independently. Experience leading a team with different levels of staff. Bilingual in English and French, spoken and written. Excellent interpersonal skills with all levels of staff.
